I wonder if that's part of the reason for delaying Longhorn.

Being as how many of Windows 9X kernel's instabilities came from being designed ontop of a 16 bit DOS kernel.

I don't know why Longhorn has been delayed, particularly when Microsoft has dropped features like the expanded search. With all the effort they've expended on XP SP2, it's hard to imagine they haven't learned enough about security to make Longhorn reasonably secure quickly.

Making the kernel more responsive to 64 bit computing could be an answer. They're talking about getting a 64 bit version of XP out fairly quickly, so they're developing expertise on that issue which can be applied to Longhorn.
While security is perimeter based, kernel changes have to be more substantial. I can believe that rewriting as opposed to adapting would need some time.

So the 64 and 32 bit Longhorns might come out simultaneously and Microsoft would be ready for what could be the next very significant change, requiring many upgrades. And open source might be slower to respond, keeping Microsoft ahead.

You may well be right about what's going on.
