This will certainly help the web developers who don't have a Mac
Anyone who has worked on web sites that use advanced CSS and scripting technologies knows just how many quirks Safari browser has if they have ever tried to make their web site Safari-compatible. Considering that most of these Web developers use Windows and have no/limited access of a Mac computer, and IE+Firefox+Safari support is a frequent requirement nowadays, a Windows version of Safari will certainly make life much easier for them.
I do not have see why a regular web surfer who is using IE or Firefox on Windows would want to switch to Safari though.
