Until Linus accepts GPL3'd code into Linux, I don't think there is much to worry about.

It doesn't really matter what Linus does, because the kernel might stay at v2. There are however, literally thousands of other developers who might choose to go with v3 for their code. It is their programs that make the base of the OS.
