FUD, FUD, FUD ...
Any GPL product including the kernel, CAN be moved to GPL v3. If it were not possible, FSF would not have produced it and MS would not have reacted to that in their strident style. Of course, the existing code will always retain its GPL v2 license, but Linux code is continually changing. And all those changes are interlinked all the way back to the kernel. My basic Linux distro is now issued on a 2GB+ DVD. Thats how much code there is, involving thousands of developers around the world. And when it starts changing piece by piece to GPL v3, any entity trying to maintain a pure GPL v2 environment is going to be swimming with the alligators. Bug fixes will be released and old GPL v2 stuff will just stop working sad . Have fun!
