Is this really a surprise?
Anybody with half a brain wouldn't have believed Microsoft's original promise.

What incentive does Microsoft have to allow its Mac users to forego upgrading to
the latest version of office?

By releasing those plugin converters for Office: Mac 2004 Microsoft would have
allowed Office users to delay or completely cancel their plans to upgrade to Office
2008 when it comes out thus delaying income or reducing it.

That's what vendor lock in is after all. It gives Microsoft the power to coerce its
users to upgrade when they don't really need to.
