Rebooting is ALWAYS the first step...
As one of those dreaded IT professionals, I assure you that whenever a computer isn't working the way you expect, you should ALWAYS power the computer down for 15 seconds and then restart as the first troubleshooting step. If you call me for help, that's the first thing I'll have you do, even if you just did; and I'll expect you to read me any bootup messages that may appear.

This is just common sense.
