Not really a change to SMTP, either...
Microsoft's CID is one proposal amoung others to allow mail systems to verify identity - not of the user, but of another mail system.

This, in itself, won't stop spam. It will, however, give mail system administrators additional tools to verify that mail coming in to their systems is actually coming from where it says it is.
