"McCarthy said he prefers education programs that could help Americans obtain the right mix of skills. "
That is simply not the issue. Americans already HAVE the "right mix of skills". It is just that the IT companies do not want to pay them a living wage FOR those skills. Why train more IT people in the U.S. when hundreds of thousands of them, ALL with the "right skills", are pounding the pavement looking for work already???
