MS tried to spoon feed the developers with the MS way to do things. Prior to MS developers tools buisness (created by dev's needing access to MFC libraries) there was a healthy robust business for cross platform development environemnts. MS used Motif to subvert X11 as the cross platform GUI API and used MS-C as the access path to MFC libraries then effectively eliminated the market for non-MS development tools (except for niche products). Once the competition was eliminated it was d"do it the MSDN way using MFC" or suffer the consequences.

Then the happy days came to an end. OSS developers provided an alternative which eventually became widely accepted and actually threatened the control MS had over its own captive developer base.

This is MS acknowleging to the defectors that they are willing to play ball on a neutral field with fair judges and rules which aren't rigged. Now its up to MS to prove its not just another trick and broken promise!
