Its just a code template ... its their attempt to insure that OSS projects structure the code in such a fashion that MS ttols can make some intelligence out of what's happening in the future. Imagine that every OSS project which released a Windows variant had a different code structure ... MS would never be able to offer VS users the ability to sucj in the code and draw pretty pictures or modify stuff with cool pop-up wizards.
By releasing a "best practices" sample application they provide guidance to the OSS community (which is a good thing), create a standard code structure (a defacto standard, use it or suffer the consequences), and position themselves to support the portion of the Windows OSS applications movement that chooses to use the suggested template.
Now, the OSS community is fickle. They aren't really impressed by MS releasing a sample app template then going off and doing things differently. If this is MS's API obfuscation tactics all over again it will cost them dearly in pissing off the wrong crowd.
