Chicken for Dinner
There are two types of spamcop users. Reporters and ISP admins. Both opt in, both are free although some become paid members in order to utilize more advanced functions.

"Howebeit only the receipient would argue in favor of or against delegations for the 'inboxes they control."

So you want the government to be in charge of your e-mail? I always thought it was my right to decide what e-mail I do or do not receive. I am under no obligation to receive Richter's spam, and my ISP is under no obligation to allow mail through that is on a blocklist they are using of their own regard.

All spamcop is doing is providing a way for the average joe to be able to complain about the massive amount of spam we all seem to get flooded with. No one is under any sort of order to use spamcop, it is strictly voluntary. There are many, many types of BL's. Spamcop is only one, and the reason they're under the gun is that they actually let the ISP know about the complaint.

For now, keep the gov't out of my inbox.
