The elected person who said that property is property and theft is theft shows the kind of thinking you're dealing with.

If you make a copy of a DVD you're stealing.

There is no possible for reason to make a copy aside from taking away revenue to the good, hard working folks in the entertainment industry. There is no possible way to make a copy without breaking the protections and thus violating the law.

I think we have to conclude that Congress is hopelessly ignorant.

The solution will come when the conglomerates that own record companies and studios decide that they have had enough of lost profits because of the attitudes of the executives in charge of those Divisions.
They will have to follow the procedure Stalin used for promoting Generals. Failed? Shoot 'im and get another. Darth Vader also used this drastic but effective policy, as you'll recall.

Even if all the lost souls currently working in the record and movie businesses have to get their chance, fail, and leave they will eventually get sensible executives.

Then, when nobody cares, it may be possible to win a court case or two and otherwise put on pressure until some restrictions are loosened. Your longstanding rights actually exist only if allowed.
Until then, the public will remain victims of stupidity.
