That's a double edged sword
Windows 98 was extremely easy to exploit from the local terminal, but a bit more difficult to do from outside of a secure network.

Windows XP was more of a mark on stability than it was security anyway, but was easier to lock at the local keyboard. Just a few too many remote calls that could be used as exploits were present in it.

Truth be known, Windows XP is somewhat of a step in the right direction. There is some more control in it that Windows 98 never had.
Getting Windows XP set to where it is more secure is some what of a hassle. Something that SP 2 hopes to fix.

Any system that is connected to the internet is probably vulnerable. Just some are more likely to be abused then others. Right now, Linux is more popular to hack because the former lazy NT bums are setting them up without ever securing anything.
