Um, that's why they threw out the old Longhorn and restarted
In 2004, they did recognize that it was time to "give it up already", so the scrapped what was then Longhorn and restarted the project.

And no, it wasn't "5 years ago" that Longhorn Server was due out -- after all, Windows Server 2003 was released in, um, 2003...
