Actually, MS, Sun, Oracle, Apple and such
can use this and other business means to conduct business. Saying because MS is big business or such is akin to saying open source can't have lobbyist because only big business have lobbyist lobbying Congress. You over there, you can only have grass root begun petitions, you over there, you can only use paid lobbyists, and you over there, you have no voice. Squash that noise. Now, if only MS employees fill out the petition. Hmmm, bad mojo. Just like its bad mojo to lobby for open source or open standards and then say that product Open A is the only choice that should be used because you say so. Yummy.
