They blocked a lot more than "spam"
It seems they have found ways to block a lot more
than just "spam." This has become a prior restraint on communication - - sometimes even involving a single personal EMail to a single person. (An EMail reply I sent to an attorney at his office was interfered with, censored and blocked, as if I had done something wrong.) There must be responsibility for this kind of conduct. I have no information about, or responsibility for, others who sign up with internet service from my ISP. Taking an action to block an entire ISP would be like a local phone company blocking all calls that originate from a particular area code, just because someone in that area code is doing telephone solicitation. Other telephone customers have no notice of it, knowledge of it, or responsibility for it.
