Most telephone solicitations to US households originate within the US and are on the behalf of companies headquartered in, or with substantial presence in the US. The companies are easily within the reach of US law enforcement.

Now let's implement a "Do not Spam" list. The US government will maintain a database of VALID email addresses of those who do not want to receive spam. Spammers who currently refuse to abide by even the lame Can Spam Act, would now have access of millions of valid email addresses maintained in a government database. In very short order they would have hacked the database and will be sending more spam than ever. Only thing is that US law can't touch them because they are located outside of the US.

There is no way such a system will ever be effective. The only effective technique will involve going after the companies which provide the products that are being hawked. In this global economy of ours, even that will be very difficult, if not impossible.
