Does it matter?
Not to be mean but it looks to me like MS really isn't concerned with the low income home user and instead are focusing on business use. (Which represents 80% of all MS sales.)

Even in a "poor" nation business will still spend a buck to make a buck and if they find themselves locked out of pirated software they will have to pony up and spend the money to buy legitimate copies.

Will some switch to an alternative? I am certain a very small percentage will try but they will quickly find they are not in step with the rest of the worlds user base and that costs them money.
