I have yet to see or try the IBM offering, but OpenOffice is splendid in reasons 1 - 3. And many of your government clients are deep in the evaluation stage of testing alternatives. I don't know of any that have made the switch, no need as long as older versions of Office are supported), but you may someday find that some of them do not actually use MS products for office applications.

As for number 4, it is true that the old hand is valuable, and new "old hands" will take time to develop. But they managed to convert from WordPerfect, so I suspect that the adaptability of homo sapiens won't be overtaxed in taking the next step. Add to this the cost benefit of maintaining relatively few servers, as oppposed to many desktops, and this offering makes a lot of sense.
