Not as risky as it seems
This is basically a story about a press release.

I read between the lines, put a few things together, and what I get is this: Very little new technology, here; very little work for IBM.

Ergo, very little risk.

They can sell this at a very low TCO to shops that want/need a simple solution for cube-farms full of low-level employees -- say, a big boiler-room full of sales reps who need to run client-server apps, type the occasional memo, and logon to SalesForce.com to run their contact lists.

A few good-sized wins will pay for the cost of the project -- much of the underpinnings of which, don't forget, is probably based on open-source work....

So this is really a self-funding FUD play. You have to admire its cleverness: even if it doesn't "make money", it succeeds.
