I think judges right
"During more than three hours of questioning, the six judges lobbed pointed questions at Microsoft. But they appeared most skeptical of claims that the lower court's decision did not adequately protect consumers from future anticompetitive actions by the world's largest software maker."

these judges have a right to be skeptical, why would ms not follow through on there settlement, if they did not ms would end up back in court, and ms doesn't want that anymore then anyone else

plus ms knows if they make them look like fools for trusting them this time, and there was a next time it may not go to well for them, so I would say we are pretty sure ms will follow through on everything promised
