IM are the real danger
If they do this they should need parental consent to download Internet Explorer and IE should be disabled until some one enables it for the child. As well parental consent should be given for childeren who wish to download instant messangers. Those IM programs are such a huge threat that it dwarfs any threat that come from a kid trying to find porn on a P2P service or for that matter looking for it via HTTP. How many times do you hear of pedophile getting to your kids because they viewed porn while they do get to you kids by pretending to kids on IM chats. That's where the real danger is.
