No more of a "risk" than "normal" internet use.
And so starts another phase of the attack aimed at outlawing or severely restricting use of P2P software.

I have used P2P software in the past (But I swear, I didn't inhale) and not once, NOT A SINGLE TIME, did a porn ad pop up in my face. Nor did pre-teen porn, or stolen software, or viruses.

Sure, it was there and easy to find, IF I went looking for it, but how is that differnet from using a web browser on the "regular" internet?

How is typing in a search keyword in a P2P client any different than doing the same thing at Google.com, or MSN.com, if you're a masochist?

It's not different at all. But you wouldn't know it from listening to those idiots in Washington.
