Maybe it's time for the government to require a user to pass a test and get a license to operate a Windows computer. That would eliminate 80% of the users, 90% of the viruses and worms, and 100% of the "I'm too stupid to know what I'm doing" problem of peer to peer file sharing.

Mac and Linux users, having already proved their competency by the computers they use, would be exempt.

Congress should stick to what they do best: taking money from Hollywood and the music industry and spying on American citizens.
