- Why do they need those departments?

Sales, Marketing, Engineering...why would SCO need them? Their business model, at this point, is enforcing their copyrights and suing everybody in sight. Really all they need are their Legal Department and their Executive staff.
They're not going to innovate anything or try to sell anything outside their legal threats. So, technically, their lawyers are their Sales and Marketing department.
