Not correct. The Genome Project was the publicly funded effort
to sequence the genome. No sequences were patented, and in
fact, Nobel Laureate Jim Watson quit the project (he was in
charge of it) when the NIH attempted to start patenting things.

It is possible to get a patent on a gene sequence, but so far,
none have been tested in court, so it's unclear if they'll hold up.
To get a patent, you have to show some sort of usefulness, and
a sequence where you don't know what it does, or have any sort
of means of exploiting the protein it codes for, that doesn't
fulfill that requirement.
