Just a guess here
Windows does time differently. Maybe Windows is storing converted UTC time. Not really a big issue but if an Application needs UTC time it has to convert what the OS gives it back to UTC time. So this might mean that an application that is unaware of the DST changes would convert the UTC time in that 3 weeks to be an hour out. So a patch needs to be applied to every application that does like Exchange.

I'm just guessing here but it seems like a reasonable explanation.

So this means that patching some Windows boxes might need more than just one tweak and tweaking out of order could cause problem in the short term that would easily fixed. Problems is when you're pushing out a patch to several thousand machines the delay could be troublesome to users. I know our appointments were out an hour for a few days between patches of the OS and our email system.
