Time Syncing is NOT a cure all.
Microsoft and many other companies are providing DST (Daylight Savings Time) patches, because they have confirmed there is a problem. Time Servers do not affect applications that control time changes on their own. Just look at Micosoft's support site for DST issues. (http://support.microsoft.com/gp/cp_dst). If you choose I'm an "IT Professional, and then click to the 2nd page, you will see that some versions of MS Outlook need a patch,and the Mac Exchange client Entourage 2004 also needs a patch.
It is dangerous to assume that "quick fixes" fully address the problem.
