I think it speaks more to the fact the win98 flavors seem to be adequate for those that still use it. It may even speak more to the fact the computers running win98 is adequate for said users. Most people are not the genius you seem to be nikoli, they use their computers to do word processing, some spreadsheets, and browse the internet. Upgrading would have little benefit for these people, despite their "incompetence".
