Prices are actually under $100 if you get an educational
discount, which is fairly easy to do. But I've always found them
to be worth the money, even full retail. In particular, I'm running
older hardward (1st generation TiBook), and the speed increases
going from 10.2 to 10.3 are very impressive. It seems almost
counterintuitive that a new OS will run faster than an old one on
old hardware, but very true in this case.
In terms of new features, these updates are usually loaded--you
can get a partial (and still very long) list here of the differences
between 10.3 and 10.2:
