You missed the point
The point is, Microsoft doesn't have a monopoly in server operating systems, only in desktop OSs. Windows Server is a server operating system, and as such is not part of the monopoly. So no leveraging can take place.

Based on the information in this article, how is MS leveraging its desktop OS monopoly by these actions?
