If users are only using 10% of MS office applications, there are many alternatives besides google apps. They could keep their (back-level) MS apps and not upgrade. They could buy WordPerfect; it't not bad. They could use OpenOffice. Putting your documents on a google server and using web-based apps isn't the whole or only story here.
