Where there's smoke...
"Mistakes" like these are not usually isolated incedents. What are the chances that a person caught for speeding has only done it once (or twice)? Bill may have been pushing his luck for some and just got caught on this one after the gov't was already on alert. No telling how much Bill made on similar transactions. He's probably got if figured where he's coming out way ahead even if he has to pay a fine occasionally. Fines are these may be seen as the cost of "doing business". You have to give Bill credit. He may not know how to make the best software but he knows how to make a buck.
