fraudulent?

Where in the article did it say that a fraudulent report was filed. Unless I read it wrong, the fine was for failing to file a report.

So an investment group which he controls but doesn't run, failed to make the required report on time, then informed the SEC themselved that they had failed to do so. That doesn't make anything fraudulent. Stupid maybe, especially after making the same mistake before, but not fraudulent. If I was Gates I think I would consider firing the leadership and getting one who could remember to file reports on time.
