they have too much old baggage to carry around. They have to worry about their partners getting mad and offering Linux solutions instead. They have to worry about cannibalizing other products. They MUST, above all protect the twin cash cows Windows and Office.
So, the developers at MS have their hands tied, and can't just go for it like at Google. Well, the other problem is that the best and brightest are taking jobs at Google, NOT Microsoft.
