Listen, buying a new PC with Vista isn't an "upgrade". Buying a new PC with Vista is probably the only way it makes sense to go Vista for 95% of the world. You know the PC will handle it without hardware upgrades, and the cost is buried in the PC cost. Unless you're implying that the cost of a new PC is now higher since they're loading Vista, I don't see the issue. The functional issues will be going away over the next few months as drivers are released etc. If you anticipate problems wait a few months to purchase. It's perfectly normal for retail to start offering only the new OS. Most consumers want the latest and greatest anyway even if they don't know what it is. It is unreasonable to expect stores to keep 2 versions of each model in stock so they can offer various OSes.

Further, for businesses, XP is still being sold. I just checked Dell via my premier login. Dimension (the home systems) are a mixed bag with some Vista only. Optiplex (the business systems) are all available with XP.
No busines should be buying from Dell.com, so I don't see the problem.
