That's not the case.
It's more akin to:

You provide blueprints for somebody else's patented hammer, saw, nails, and house plans to your assistant who live in another country. You then have him build 750,000 houses that match the patented plans exactly, using tools made to the patented blueprints. You then sell the houses around the world without paying the patent owners anything.
