Bidder A wants 50 mil at $26 per share
Bidder B wants 50 mil at $27 per share
Bidder C wants 50 mil at $28 per share

First, they take the highest bids that get them to their 100 mil mark. In this case, Bidder C's 50 mil at $28 per share and Bidder B's 50 mil at $27 per share.

Since the 100 mil was met before it got down to Bidder A's offer, Bidder A is gone.

Out of what's left, the lowest qualifying price is $27, so all bidders who won get it at this price (Bidder C gets to pay 27 instead of 28.)
