It mentions in passing some of the problems caused by open voting that were cured by the secret ballot.

Remember -- there is a difference between being ashamed and being afraid of consequences. After all, if it was just a matter of being ashamed of who you were voting for, would you have ever changed your vote? On the other hand, if your employer let everyone in the company know that there would be consequences if they did not vote for Puff Daddy for President, how many people would vote for him rather than lose their jobs, no matter who they really wanted to vote for.
