Three steps back
I say take three steps back and eliminate the secret ballot. Open voting by people who aren't ashamed to admit who they are voting for.

The secret ballot was created to facilitate voter fraud and as long as we insist on separating voters from votes there will always be vote fraud; be it ballot stuffing or electron finagling.
