Has to be human readable. If you write to a Worm drive or even a fuse link prom it doesn't help, because the voter cannot confirm the vote was really registered correctly since they can't read worm drives with their eyes (how do blind voters vote now in the US with the punch/written ballots?).

Also those devices can be mass produced and mass copied - you could substitute a fake Worm disk too easily.

The paper rolls behind a glass screen idea is fine I think. Its something the voter could be confident in and is trivial to code.

Those Diebold machines, oh brother, read the memos, they're worthless, not built on sound engineering, unauditable. From the remarks the PR man from Diebold is making, its clear they're not planning on fixing them either.
