They point out that the memos suggest an election fraud in Florida. Seems someone put in a second flash card with -16022 votes for Gore and the same number of votes for the other candidates (we know this from the memos and the fact that the total votes cast didn't change).

Interesting I read one memo talking about the files being ASCII, I guess they're probably just Windows property files. (like win.ini). Something like this:

[VOTES]
A_Gore=-16022
G_W_bush=1000
Minor_candidate=10000
Checksum=10293

So its not like a few bits corrupted in a flash card could have been the cause.

If they'd have been smarter they could have put in a flash card into the voting machine with a 'change-votes' program and run it.
That program could have changed the votes and the audit log and that would have survived all the audits and recounts without being detectable.

Seems to me they should simply print out the votes on a roll of security paper. Display the vote just cast through a slot glass window so the person can check their vote by looking through the window. Then treat that paper as the definitive count in any recount. (and secure them like the old ballot papers).

Then you have a proper recount. As it stands in any recount you're not recounting the votes, you're recounting what the computer says those votes were based on a computer memory that can be changed without leaving a trace of the change.
