I think Microsoft opened these flood gate when they announce the new version of office would use a different format than the old .doc standard. If everyone has to change anyway it makes perfect sense to mandate an open standard that fosters competition. The world doesn't care how much Microsoft can make, they are more interested in how much they can save. When talking about our tax dollars don't we want all government agencies to save as much as they can?
