For some, not all, it's a argument of preferred hatreds
it's more "we don't like MS and anything that erodes its presence makes us feel better, whether done for good, bad, or ugliness". If MS opened their format, some would still not want it to be the 'standard' and would argue so, despite it's years and market share. Some of MS's pro stancers would claim any format other than MS's shouldn't be. This company, like no other, polarizes the views of extremists, to see things in only their way. It can be good, when some of them develop competing software and business models that enter the marketplace and challenge the status quo. It can be bad and ugly when they take a good idea and try to use it like a weapon, paint themselves fanatics and unwilling to see past their hatreds, and tarnish the shine. It's politics, the left versus the right, the greens versus the greenbacks, either way, it won't end with congeniality, it'll drag on like a session of congress. Users in the middle who just want to get something done will gravitate to the known better product when it demonstrates such, be in through price, better licensing, ADVERTISEMENT of such, and a lack of politics when that tactic doesn't sell.

ODF, just advertise it as free. With the way govt taxes and spends people money, to hear that this could be something that saves them money in the long haul (and they want to see that moeny come back to them or be spent wisely elsewhere (AUDIT), the people may vote the standard, not their politcos.
