You clearly don't have the slightest clue
about software development. Writing good software is hard - especially when you're MS and there are hundreds of millions of people using your OS and tens of thousands of applications and hardware devices that are designed for your system. Making changes to the OS via a service pack is non-trivial. They have to walk a fine line between making the system more secure without breaking large numbers of applications.
