I'd be embarrased to submit a specification like this
It would show my software was clagware, and that I was not good enough with software to refactor my software to work with a less broken model.
I use Microsoft Office everyday for work, but I'm not upgrading to Office 2007. (1) I don't need a new interface (2) I need basic features to work, like chapters, sections, embedded graphics, section numbering.
I seem to remember this all used to work well in Word2.0, and everything became more broken after Word 6.0. Subsequent releases only seem to compound errors. Functions are added, but the basic functionality not fixed.
OOXML is testimony to how broken Office is at a fundamental level. It's so complex, it has no use as a standard.

You're trying to physically describe documents with a wordprocessor format. The only stuff you can get out of OOXML is logical document information. So it's totally inferior to ODF.
