It's a double tax proposal already
I don't know about the rest of you, but I pay taxes on my internet connection as part of my cable, which gets taxed on my total charges. Now, if there is another tax added into my bill, boosting my total bill and resulting tax, would that not be double taxation on one item?

Years ago, the state I used to live in tried that with private sales of used goods (mostly vehicles). Anyway, I got hit for the tax when I bought a used truck from a neighbor. After the court ruling, in which the state got burned by the courts, they had to send me a check for what was collected when the title transferred. The argument was that the tax burden had already been met on that item and the state could not collect that tax more than once. (It makes a good argument for software copies, huh?) This seems to be the same type of issue.

I am a bit curious as to exactly what the money is for. I thought we were already paying for universal Internet access with the fee Gore initiated. I already pay that twice with a land phone and a cell phone.
