That would depend on the nature of the service pack and the current state of Vista.

If the extra long beta testing cycle means that Vista is solid now, then the service pack would be for improving Vista.

If Vista is not all that solid, then this service pack is fixing a bunch of things that weren't right as at Jan-30.

Given the rather short time frame to SP1, it's more likely that there is more fixing than improving that is its aim.
