A REAL Bench Mark, as requested.
Where I work, we have a group called Dev Centre. They did studies and bench marks that ended up showing that JBuilder, Rational Rose and ClearCase, would be the best tools for us to select per developer seat. Since we are a J2EE on Solaris shop, it appeared to be a pretty good choice. Well except for the $9,800.00 per developer seat cost.

There was a "no OSS" policy in place, actually there still is. But as the business groups had to provide funding (we have a little over 5,000 developers) they asked that we try again. Along came this tool called Eclipse and a source code control system called CVS. They were pretty rough around the edges when first released. But we kept evaluating the tool set. Today, we are almost completely switched over. We still have about 1,200 copies of the first solution (we were in the ramp up phase), but the contracts for support (another 2,500.00 per year per seat) are now defunct and out dated.

So we have switched over and there are now over 400 applications in our CVS repository. We have bolted on tons of libraries to simplify our coding. So there is a real life example. Total cost 0.00...
