Ideology can be as strong a motive as money.

"Personally, I think the work commissioned by the EU is more likely to be useful as they have used researchers not tied to Open Source or proprietary backing."

Given the pedigree of the study, why is it more likely to be unbiased?

Somehow the results of studies do often support the preconceptions of those who pay for them.

At the same time, companies paid to produce studies have to retain credibility.
They balance these priorities by choosing a topic and methodology that will produce the result likely to assure repeat business, then providing a careful description in the documentation.

That was apparent in that English report some time ago about use of open source in school. The discussion in the draft defined the methodology and results thoroughly enough that a reader would understand why the conclusions should be discounted.
Unfortunately, the final version left out the essential details, making the work less professional but more satisfying to open source backers.

On any study, best to look at all the materials. The press tends to grab only the most prominent points. Especially when open source success can be trumpeted.
